The technical inspection of motorized two-wheelers will be introduced in 2024

After many years of debate and uncertainty, technical inspections for motorized two-wheeles will finally be introduced in France starting from April 2024. It is an article from the latest decree published in October 2023 that provides for the gradual implementation of this new regulation concerning motorcycles and scooters. Here is an overview of what awaits two-wheeler users in a few months.
Implementation and objectives of the technical inspection for two-wheelers
In a context where accidents involving motorized two-wheelers are far from rare, this decision to implement a technical inspection for motorcycles and scooters aims to achieve several objectives:
- Improve the safety of road users.
- Reduce the number of accidents and fatalities involving motorized two-wheelers.
- Encourage compliance with environmental standards and limit pollution produced by these vehicles.
- Combat the parallel market of non-approved or counterfeit spare parts.
The entry into force of this measure will be gradual starting in April 2024 and will concern different types of two-wheelers:
- Motorcycles with an engine capacity greater than 125 cm³.
- Scooters and mopeds with an engine capacity equal to or greater than 50 cm³, including light motor tricycles and quadricycles.
Implementation schedule
Technical inspections for motorized two-wheelers will be mandatory for new vehicles starting in April 2024. For vehicles already registered before this date, it will also be necessary to undergo the technical inspection before resale or when applying for a registration certificate for a change of ownership.
From April 2025, all two-wheelers must comply with these new obligations when they reach five years of age. Finally, from April 2026, each affected vehicle must undergo a regular technical inspection every two years.
Conduct of the technical inspection
The technical inspection of motorized two-wheelers will take place in authorized centers, by appointment. Motorcycle and scooter owners will need to present several documents in order to carry out the inspection:
- The vehicle registration certificate
- The registration certificate
- Identification
- A proof of address
Inspection points and evaluation criteria
The technical inspection will examine different aspects of the vehicle:
- Identification: verification of serial and registration numbers.
- Compliance with environmental standards: measurement of pollutant emissions and noise levels.
- Braking: operation and condition of pads, discs, and cables.
- The suspension system: sealing and proper functioning of the shock absorbers.
- Lighting and signaling: condition and functioning of lights, indicators, mirrors, etc.
These criteria are evaluated according to a specific rating system and result in a report containing three levels of severity:
- Minor defect: no re-inspection required, but a recommendation for repairs.
- Major defect: need for rectification within 21 days, with the vehicle presented at the same authorized center for verification.
- Critical defect: immediate immobilization of the vehicle and obligation to carry out repairs before being able to circulate again.
Regulations and sanctions relating to the technical inspection
In case of non-compliance with the new obligations related to the technical inspection for motorized two-wheelers, owners face sanctions that could lead to vehicle confiscation and high fines.
Moreover, failure to undergo a technical inspection constitutes a reason for refusal of compensation by the insurer in case of an incident involving the concerned vehicle. It is therefore crucial for motorcycle and scooter owners to comply with these new regulations to ride with peace of mind and safety.
A controversial but necessary measure for road safety
The implementation of technical inspections for motorized two-wheelers has not been unanimous among users and certain associations, which particularly criticize the complexity of administrative procedures and the financial burden. However, given the road safety issues involving these vehicles, this measure appears essential to reduce the number of accidents and establish better prevention.
The benefits of the technical inspection for users
Despite the controversies surrounding this new measure, it is important to emphasize the benefits it brings to two-wheeler users:
- A global improvement in the condition of vehicles on the roads.
- Safer driving conditions for all, with a decrease in accidents related to technical failures.
- Better respect for the environment through the verification of anti-pollution standards.
In summary, despite the initial investment represented by the implementation of the technical inspection, the benefits for the community and the safety of road users should quickly offset these efforts.
